Paul Owen joined HDR in 2022 as the President of HDR EOC.  EOC provides technical expertise for environmental planning and operations as well as On-Site Professional Services for Federal (DOD) clients.  Our goal is to Deliver quality technical and field services to Federal clients for environmental compliance, restoration, operations, and construction management. 

Before joining HDR, Paul served over 31 years in the US Army, retiring at the rank of brigadier general.  Paul’s military career assignment highlights include multiple tours of duty in Iraq and Afghanistan as well as command assignments with the US Army Corps of Engineers New York District, Afghanistan District, Southwestern Division and South Pacific Division. 

Paul graduated from the United States Military Academy with a Bachelor of Science in Aerospace Engineering, a Master of Science from Missouri S&T in Engineering Management, and a Master of Science from Massachusetts Institute of Technology in Nuclear Engineering.  Paul is a licensed Professional Engineer (Civil) in Missouri.
